The Regional Transportation Commission of Southern Nevada (RTC)
is looking for an innovative and strategic Deputy Chief Executive
Officer to provide executive level management oversight and
strategic direction to the RTC's operating divisions and
departments.About RTC:RTC is a regional entity that oversees public
transportation, traffic management, roadway design and construction
funding, transportation planning and regional planning efforts
known as Southern Nevada Strong. The RTC is passionate about
Southern Nevada, from our Board of Commissioners to our Executive
Team to our dedicated network of contractors and public/private
partnerships. We are committed to bringing efficient, reliable
solutions to the complex needs that make our desert community
special.The regional government agency originated from a 1965 state
statute and in 1981 the RTC was named the Metropolitan Planning
Organization (MPO) for Southern Nevada. As the region's MPO, the
agency is responsible to state and federal governments for
maintaining a continuing, cooperative and comprehensive (3-C)
transportation planning process ensuring that transit plans and
programs involve public input and recommendations and conform to
approved air quality standards.Today, the agency owns and operates
a public mass transit system that carries more than 64 million
riders per year and expands as needed with careful planning to
better serve the Las Vegas Valley. The RTC provides mass transit
that connects throughout Southern Nevada and administers programs
that encourage sustainability, such as Club Ride Commuter Services
that promotes walking, biking, carpooling, vanpooling and taking
transit to and from work. RTC representatives are motivated to
achieve excellence and strengthen the agency's community investment
by striving to attain key objectives.The Deputy CEO will have the
following duties and responsibilities:
- Assist the Chief Executive Officer in executing the policies
and programs of the RTC.
- Plan, review, and evaluate the work of subordinate management
and professional staff.
- Confer with RTC management in regard to operational support
service activities and programs; direct and interpret RTC policies
and procedures.
- Serve as project manager for a variety of special projects;
facilitate project activities and resolves issues; develop and
submit project reports to the CEO and the RTC Commissioners.
- Oversee safety responsibilities for areas assigned and ensures
that direct reports are trained on safety procedures, fully
compliant with procedures, and held accountable for breaches in
safety and security protocol.
- Oversee the supervision of staff, which includes work
allocation, training, and problem resolution; evaluate performance
and makes recommendations for personnel actions; motivate employees
to achieve peak productivity and performance.
- Maintain communication with other governmental entities to
coordinate regional initiatives; serve as liaison to executive
management, RTC Commissioners, and other external agencies.
- Maintain knowledge of operational trends and formulates
appropriate action necessary by the RTC to ensure that its services
will continue to operate in an effective and efficient manner.
- Represent the RTC's interests and positions before legislative
authorities and local jurisdictions.
- Develop annual operating budgets and provide fiscal direction
to units.
- Represent the RTC at community and/or business meetings.The
ideal candidate for Deputy CEO will have the following knowledge
and skills:Knowledge of:
- Principles and practices of management and administration.
- Budget preparation and fiscal management.
- Customer service standards and procedures.
- Project management principles and practices.
- Principles and practices of safety and security
operations.
- Federal laws, rules and regulations governing metropolitan
transportation operations.
- Economic, political, and social factors related to RTC
services.
- Business English.
- Principles and practices of supervision, training and
performance management.Skill in:
- Managing a wide variety of activities/staff in a fast-paced
environment; assigning priorities and meeting deadlines.
- Using initiative and independent judgment within established
guidelines.
- Communicating information effectively in oral and written
forms.
- Using tact, discretion and prudence in dealing with those
contacted in the course of duties.
- Contract negotiation and management.
- Establishing and maintaining effective work relationships with
staff, vendors, coworkers and the public.
- Promoting the RTC's diversity initiatives in all aspects of
staffing, programs and services.
- Representing the RTC in dealing with government agencies,
community partners and contractors.Minimum requirements:Equivalent
to a Bachelor's degree in business management, public
administration, planning, engineering or a closely related field
and ten (10) years of transit management experience, planning,
engineering or related experience, five (5) years of which were in
a managerial role, preferably within the last twenty-four (24)
